Annotation:
This report proposes a five-step method for reconciling two disparate processes: effective public participation and objective analysis of demographic information. A hypothetical case study is used to illustrate the method. A demographic analysis and community profile of the multiicultural population within 50 miles of Sandia National Laboratories (SNL) were developed to support the environmental justice analysis process and enhance SNL's National Environmental Policy Act (NEPA) and public involvement programs. This report focuses on developing a metholodolgy for identifying potentially impacted populations.
