Annotation:
This article describes the design and development of a framework for evaluating the success of integrated coastal management (ICM) programs. The proposed methodology differentiates between assessments aimed at determining progress in developing ICM programs and assessments conducted to evaluate the success of such programs in meeting larger development goals and objectives. The methods used to evaluate progress in generating and implementing ICM programs and projects are detailed. Sustainable management of coastal resources requires an effective balance between equity , economy, and environmental concerns. Case studies of several different ICM projects carried out in Latin America, the Caribbean, and Southeast Asia are used to highlight components of successful programs.
