On September 2, 1998, the U.S. Senate cleared a conference report on a bill (HR 629) to create a three-state compact for low-level nuclear waste disposal. This ends three years of legislative wrangling that culminated in some of the opponents of the compact accusing lawmakers of "environmental racism." The compact allows Vermont and Maine to dispose of low-level waste at a site in Texas, with each state paying $25 million towards the development of the site, the proposed location for which is Sierra Blanca, a remote area of the western region of the state near the Mexican border. Critics claim that this location was selected because it was in a low-income and predominantly Hispanic area. However, proponents
argue that Congress was simply fulfilling its role in approving the
legislation to give Texas, Maine, and Vermont the same waste disposal options practices in 41 other states. The U.S.House of Representatives had adopted the conference report on July 29, 1998, and President Clinton is expected to sign the legislation.
