Annotation:
The author discusses legal remedies communities may pursue to prevent the development of new toxic waste sites in their communities. Racial discriminatin is analogous to any municipal service, and remedies exist in common law, state law or constitutional law. Federal cases based upon equal protection of the 14th Amendment would probably not succeed in the present Federal courts, so state laws are the better approach.
