Annotation:
A 2003 decision by the Russian government to allow import of spent nuclear fuel (SNF) for reprocessing and storage generated a public discussion and an anti-nuclear environmental mobilization against the spent nuclear fuel import. This paper analyzes the public discussion about the spent nuclear fuel import using Internet archives of two Russian major newspapers, websites of the environmental groups, and a website of Russian Ministry for Atomic Energy. A media campaign launched by the Russian government justifying the import of SNF is contrasted with counter-expertise provided by the environmentalists. The author found that the governmental media campaign described the issue of spent nuclear fuel imports in terms of economic profitability but failed to address environmental concerns of citizens. The anti-nuclear environmental groups emphasized massive public disagreement with the decision to import spent nuclear fuel and defined their agenda applying the perspective of environmental justice and environmental racism. The paper discusses the tension between a democratic principle of citizen's participation in the decision making and the authoritarian character of technocratic modes of thought and action.
