Annotation:
This article discusses the many state initiatives that have addressed environmental justice within the frameworks of environmental or civil rights policy. The author argues that the core value of community empowerment and the closely allied concept of social capital should also be addressed in state policies. The author explains how social capital policy approaches focus on that portion of environmental justice pertaining to the ability of communities to shape and bring into existence community goals and consider collective community issues social capital, civil rights, and environmental policy all focus on the equitable application of state and federal laws.
