Stormwater Discharge From Industrial Facilities
OVERVIEW
Activities that take place at industrial facilities, such as material handling and storage, are often exposed to the weather. As runoff from rain or snowmelt comes into contact with these materials, it picks up pollutants and transports them to nearby storm sewer systems, rivers, lakes, or coastal waters. Stormwater pollution is a significant source of water quality problems for the nation’s waters. Of the 11 pollution source categories listed in EPA’s National Water Quality Inventory: 2000 Report to Congress, urban runoff/storm sewers was ranked as the fourth leading source of impairment in rivers, third in lakes, and second in estuaries.
In order to minimize the impact of stormwater discharges from industrial facilities, the NPDES program includes an industrial stormwater permitting component. Operators of industrial facilities included in one of the 11 categories of stormwater discharges associated with industrial activity that discharge or have the potential to discharge stormwater to a municipal separate storm sewer system (MS4) or directly to waters of the United States require authorization under a NPDES industrial stormwater permit. (Construction activity is one of these 11 categories, but because of the nature of its operations, it's discussed separately from the other 10 categories.)
Most states are authorized to implement the Stormwater NPDES permitting program. EPA remains the permitting authority in a few states, territories, and on most land in Indian Country.
On December 1, 2005, EPA proposed an NPDES Stormwater Multi-Sector General Permit for Industrial Activities (MSGP). This proposed permit
will replace the MSGP-2000 that expired on October 30, 2005. EPA asked
for comments on the proposed permit and accompanying fact sheet. The
comment period closed on February 16, 2006. Please note: EPA is
continuing to work on a final MSGP and plans to reissue it in the near
future. The reissued MSGP will be announced widely. Check this site
or sign up for NPDES News to be notified when this permit has been
reissued.
