Small MS4 Stormwater Program Requirements
Operators of regulated small MS4s must have permit coverage no later than March 10, 2003. Although NPDES permitting authorities have not yet issued permits for regulated small MS4s, the Phase II Final Rule describes permit requirements. Under the Small MS4 Stormwater Program, operators of regulated small MS4s are required to:
- Apply for NPDES permit coverage
- Develop a stormwater management program which includes the six minimum control measures
- Implement the stormwater management program using appropriate stormwater management controls, or best management practices (BMPs)
- Develop measurable goals for the program
- Evaluate the effectiveness of the program.
Permit applicants can access EPA's searchable database of threatened and endangered species to identify if listed species are located in or around MS4 that may have to be addressed as part of the NPDES permit application process.
Six Minimum Measures
Listed below are the six minimum control measures that operators of regulated small MS4s must incorporate into stormwater management programs. These measures are expected to result in significant reductions of pollutants discharged into receiving waterbodies.
- Public Education and Outreach
- Public Participation/Involvement
- Illicit Discharge Detection and Elimination
- Construction Site Runoff Control
- Post-Construction Runoff Control
- Pollution Prevention/Good Housekeeping
