Monitoring and Reporting

Annual Report

All vessel operators covered under the 2013 VGP are required to submit an annual report by February 28th of the following year with the first annual report due February 28, 2015 (for activities conducted through December 31, 2014). EPA is currently enhancing the eNOI system to also provide for preparation and submission of those annual reports (including creation of a batch upload spreadsheet). The new Annual Reporting System module is expected to be available in summer 2014.

Analytical Monitoring

Vessel owner/operators with large cruise ships, medium cruise ships, ballast water treatment systems, or exhaust gas scrubber systems are required to submit analytical monitoring results to EPA in accordance with Parts 2.2.3, 2.2.26, 5.1, and 5.2, of the permit. Additionally, certain new build vessels (those built after December 19, 2013) are required to monitor bilgewater and graywater discharges in accordance with Parts 2.2.2 and 2.2.15 of the VGP. These analytical monitoring results are to be submitted to EPA electronically using the Agency’s VGP Annual Reporting System (currently in development). Medium and large cruise ships required to submit Initial Monitoring Reports for graywater, can submit those reports electronically in the new Annual Report System (as well as getting guidance on the specific information to be submitted in these reports) beginning early March, 2014.

Annual Noncompliance Reports

All instances of noncompliance with the permit requirements must be reported at least once per year as part of the vessel’s annual report.

Any noncompliance which may endanger health or the environment must be reported to the appropriate EPA Regional Office within 24 hours of becoming aware of the circumstances. Contact information for each region follows:
